Unison is seeking a highly experienced Strategic Program Manager to guide organizational transformation, workforce realignment, and large-scale program initiatives within Federal agencies. This senior leader will partner directly with senior executives to drive organizational restructuring, workforce consolidation, and long-term strategic planning. The ideal candidate will bring a proven record of success leading enterprise-wide reorganizations, enabling efficiency, scalability, and high-performing teams in complex government environments.

Responsibilities

  • Serve as a trusted advisor to senior leadership on organizational design, workforce restructuring, and strategic transformation.
  • Lead initiatives that streamline operations, consolidate workforces, and align staff and resources with enterprise mission goals.
  • Oversee high-profile change programs from strategy through execution, including workforce transition planning, communications, and adoption.
  • Drive cross-functional alignment across leadership, program teams, and stakeholders to ensure successful implementation of reorganization strategies.
  • Provide oversight and thought leadership for large, complex Federal transformation programs, including ERP and acquisition/grants management modernization efforts.
  • Guide project execution across planning, organizational redesign, technology enablement, and long-term operations.
  • Build, manage, and mentor multi-disciplinary teams of consultants, project managers, and functional/technical leads.
  • Proactively identify risks, dependencies, and opportunities to accelerate program outcomes.
  • Represent Unison as a senior leader with clients, ensuring executive presence, credibility, and delivery excellence.

Qualifications

  • 10+ years of experience in organizational transformation, workforce realignment, or enterprise program management within Federal agencies or large, complex organizations.
  • Demonstrated success in organizational restructuring, staff consolidation, and reorganization of large organizations or workforces.
  • Deep experience in strategic leadership and change management, with the ability to influence senior executives and diverse stakeholder groups.
  • Familiarity with Federal ERP, acquisition, or grants management systems (PRISM or similar) strongly preferred.
  • Strong background in program governance, portfolio management, and enterprise-level transformation initiatives.
  • Proven ability to oversee cross-functional teams and deliver high-impact outcomes under tight deadlines.
  • Exceptional written and verbal communication skills; ability to brief and influence senior executives and leadership teams
  • PMP or other relevant certification a plus.
